The Fourth Steering Committee Meeting of the Vietnam-Denmark Energy Partnership Program 2020–2025
On the afternoon of January 15, 2025, in Hanoi, the fourth Steering Committee meeting of the Vietnam-Denmark Energy Partnership Program 2020–2025 (DEPP3) was organized. The meeting was co-chaired by Deputy Minister of Industry and Trade Nguyen Hoang Long and the Danish Ambassador to Vietnam, Nicolai Prytz.
Attendees included representatives from the Ministry of Industry and Trade (MOIT), such as the Electricity and Renewable Energy Authority, the Electricity Regulatory Authority, and the Department of Energy Efficiency and Sustainable Development. Representatives from Denmark included staff from the Danish Embassy and the Danish Energy Agency, alongside technical advisors and experts from both sides.
Opening Remarks by Mr. Nguyen Hoang Long, Deputy Minister of Industry and Trade
Deputy Minister Nguyen Hoang Long expressed his gratitude to Ambassador Nicolai Prytz, the program's long-term technical advisors, and the Danish Energy Agency’s collaborators. He emphasized Denmark's role as one of Vietnam’s most crucial partners in its energy transition journey. The meeting provided an opportunity to review activities carried out over the past year, evaluate achieved outcomes, and set directions for the upcoming phase.
He highlighted Vietnam's ambition to enter a new era of growth, targeting double-digit economic growth, reflected in the energy sector's expansion. Two key focus areas will be energy transition, including increasing the share of renewable energy and promoting energy efficiency, which holds a significant role in the country's development strategy.

Echoing the Deputy Minister, Ambassador Nicolai Prytz acknowledged the critical importance of energy efficiency in the current global and local context. He emphasized that energy efficiency is a top priority for the international community and a focus area for Denmark, which has achieved notable results in this field.
Over the past year, the DEPP3 Program has achieved many positive results. The ambassador expressed confidence in the dynamic cooperation between the two nations, under the direct guidance of Deputy Minister Nguyen Hoang Long, to achieve even greater results in energy collaboration.
The Vietnam-Denmark Energy Partnership Program 2020–2025 (DEPP3), funded by the Danish Government and managed by the Ministry of Industry and Trade, aims to assist Vietnam in developing a low-carbon energy roadmap aligned with its Nationally Determined Contributions (NDCs). It seeks to enhance Vietnam’s NDC targets and integrate related measures by 2025.
The meeting focused on assessing the progress of implementing activities in 2024 and agreeing on the implementation plan of the Program in the remaining time.
Accordingly, the DEPP3 Program comprises three components: Component 1: Enhancing capacity for long-term energy sector planning; Component 2: Strengthening the integration of renewable energy into the power system; and Component 3: Promoting low-carbon development in industry.
In 2024, all three components of the program were actively implemented, yielding many positive results. During the meeting, Mr. Loui Algren, National Project Manager from the Danish Energy Agency, presented the 2024 activity implementation report of the program.
The results show that: Component 1, led by the Electricity and Renewable Energy Authority, completed and published the Energy Outlook Report, a study on port infrastructure mapping for the offshore wind industry and job creation in Vietnam, a handbook and training activities on using the TIMES Vietnam model, as well as study tours to Denmark to share knowledge about Power-to-X technology and offshore wind development.
Component 2, managed by the Electricity Regulatory Authority, organized cybersecurity training for the energy sector, expert meetings with stakeholders to enhance compliance with renewable energy regulations, the development of electric vehicle charging infrastructure, contributions to regulations and draft amendments to the Electricity Law, and the selection of two thermal power plants for participation in flexible power plant operation activities. Additionally, knowledge-sharing on ancillary services was carried out with the National Power System and Market Operation Company (NSMO).
Ms. Nguyen Thi Lam Giang, Director of the Department of Energy Conservation and Sustainable Development, reported on the implementation results of Component 3: Promoting Low-carbon development in the industrial sector.
In Component 3, led by the Department of Energy Efficiency and Sustainable Development, the pilot implementation of the VAS Program was completed, with an evaluation of the initial phase results and related recommendations. Guidance materials and technical handbooks for the DEPP3 Program were developed and finalized. Technical support activities were carried out by the Center of Excellence for Energy Efficiency (CoE), along with 10 energy audits conducted in 10 selected industries, assessing the application of energy-saving technologies in four sectors/sub-sectors. In September 2024, a delegation of stakeholders visited Denmark to exchange and learn experiences in implementing energy audit activities. Notably, the concept of Voluntary Agreements and the Energy Efficiency Fund was incorporated into the draft amended Energy Efficiency Law.
Despite the positive outcomes across the components, some activities planned for 2024 remain incomplete. Therefore, these pending activities will be carried over and continued in 2025, with a commitment to completing them before the DEPP3 Program concludes in March 2026.
