Investment Market for Energy Efficiency in Industrial Sector Promoted

Hanoi, on the morning of July 31st, 2018, the Ministry of Industry and Trade held a Knowledge Sharing Seminar entitled “Promoting Investment Market for Energy Efficiency in Industrial Sector in Vietnam”

The Deputy Director of Energy Efficiency and Sustainable Development Department (Ministry of Industry and Trade), Mr. Trinh Quoc Vu in his opening speech, said that the technical assistance project “Promoting Investment Market for Energy Efficiency in Industrial Sector in Vietnam” by the Korean Government through KOICA worth of US$ 1.9 million is an activity in co-ordination with the World Bank funded project “Energy Efficiency for Industrial Enterprises (VEEIE) for Vietnam” with a loan of US$ 100 million to help industrial enterprises access investment capital for energy efficiency and energy savings. 
The objective of the project is to assist Vietnam in promoting energy saving and efficient use in the industrial sector by promoting the development of investment markets for Energy Savings and Energy Efficiency. The project consists of three technical assistance components: (1) Capacity building for investment projects on energy saving and efficiency in industry; (2) Identification of investment projects in Energy savings and efficiency in industry; and (3) support for implementation of investment projects in Energy savings and Efficiency in industry.
In order to achieve the above general objective, the project sets the objectives of capacity and awareness building for energy service companies, energy conservation centers, governance agencies and related partners in their implementation of investment projects of Energy savings and Efficiency through the ESCO business model.
Ten (10) state officials involved in Energy Savings and Efficiency and 15 technical experts from energy service companies and energy saving centers, energy-intensive enterprises were selected for intensive training in Korea.
The moduletraining program focuses on the following topics: (i) Korea's Energy Policy; (ii) Law on Energy Auditing and Implementation, Supportive Mechanisms for Energy Audit; (iii) Korea Support Fund for Energy Efficiency and Policy on ESCO/Korea ESCO Implementation Experience; (iv) Energy auditing and implementation technology in Korea; (v) and some related programs such as the Korea Greenhouse Gas Emission Program; construction (Target Management Scheme and Emission Trading Scheme) and Energy Management System.
Korea is one of the successful countries in applying the ESCO business model to promote the investment market in Energy Savings and Efficiency. Therefore, the capacity building program in Korea as well as the provision of technical assistance to implement Energy Savings and Efficiency projects in Vietnam from Korean experts is very important and practically meaningful. 
At present, the Ministry of Industry and Trade is in preparation of draftlegal normative documents to facilitate energy services companies (ESCOs) to promote energy-saving activities in industries. Therefore, the Korean experience in encouraging the development of ESCOs will help the application in Vietnam.
In the opinion of Mr. Trinh Quoc Vu, the short-term goals of Vietnam are: Strengthening capacity and raising awareness of energy service companies, energy conservation centers in localities, state governance agencies and the partners involved in the implementation of the investment projects through the ESCO business model; it is also contribute to the model of energy service company through implementing the pilot projects in Energy Efficiency and to advocating the policies. The long-term goal is to establish a capital market (at the capital mobilization channel) to invest in energy saving in the industries. 
After theWorkshop on Knowledge sharing in Korea, the trainees discussed the themes in follow-up activitiesto share the hands-on experiences / practices of Korea to develop policies, programs and roadmap to promote the investment market in energy saving and efficiency in the Vietnamese industrial sector, especially the promotion of energy audit and ESCO business development.
