Strengthening capacity for energy efficiency and conservation management and implementation at the local level
From November 12 to 14, 2025, in Hai Phong City, a Training program titled “Enhancing Capacity in Developing and Implementing Policies, Regulations, Programs, and Projects on Energy Efficiency for Local Government Agencies” was organized under the framework of the Vietnam Scaling Up Energy Efficiency Project (VSUEE).
This activity falls under Component 2 – Technical Assistance of the VSUEE Project, aiming to strengthen state management capacity on energy efficiency for officials from Departments of Industry and Trade, Industrial Promotion Centers, and local energy management agencies.
Mr. Trinh Quoc Dung, representative of the implementing unit, introduced the training program.
The training program focused on updating policy frameworks, legal regulations, and new management tools in the energy sector, enabling participants to better understand the roles and responsibilities of local authorities in monitoring and supporting key energy users, while enhancing their energy management and enforcement skills. The main training contents included: Updates on new regulations, resolutions, and guidelines related to energy efficiency; Guidance on developing, implementing, and monitoring energy efficiency policies, programs, and projects suited to local development conditions; Introduction and practice of measurement, monitoring, and evaluation (M&V) tools for energy efficiency performance; Sharing experiences in on-site energy management and practicing real-world problem-solving in supervision and coordination with enterprises.
Overview of the training class.
In addition to technical knowledge, the program also served as a forum for networking and experience sharing among Departments of Industry and Trade and Industrial Promotion Centers in Northern Vietnam, helping to build a network of local energy officers, a core force in the implementation of energy efficiency policies nationwide.
The Hai Phong training course is part of a nationwide training series under the VSUEE Project, following the success of previous sessions held in Hanoi, Da Nang, and Ho Chi Minh City. These training courses play an essential role in translating the State’s guidelines and policies into concrete actions at the grassroots level, thereby improving energy efficiency, promoting green transition, and advancing sustainable development.
Trainees attending the class include officials from local government agencies, industrial enterprises, and university students at the training location.
Through this program, local energy government officials are expected to enhance their capacity in policy enforcement, advisory work, and enterprise support for implementing energy efficiency solutions, thereby contributing to national energy security, reducing greenhouse gas emissions, and advancing Vietnam’s sustainable development goals.
The Vietnam Scaling Up Energy Efficiency Project (VSUEE) is implemented by the Ministry of Industry and Trade, funded by the Green Climate Fund (GCF) through the World Bank, and is being carried out during the 2022–2026 period. Through Component 2 – Technical Assistance, the VSUEE Project focuses on capacity building and promoting investment in energy efficiency via training, technical consulting, and policy support activities. The nationwide training programs target energy management officials and industrial enterprises, helping them improve skills in energy auditing, appraisal, and implementation of efficiency measures. The project aims to develop a network of energy experts and promote investment and growth in Vietnam’s efficient, green, and sustainable energy market. |
