The Ministry of Industry and Trade Inspects Energy Saving and Efficiency Efforts in Hung Yen

On July 26, a delegation from the Ministry of Industry and Trade (MOIT) inspected the enforcement of laws on energy efficiency and conservation, as well as the implementation of the Prime Minister's Directive 20/CT-TTg on enhancing electricity savings for 2023-2025 and the following years, in Hung Yen.

The MOIT delegation, led by Mr. Trinh Quoc Vu, Deputy Director of the Department of Energy Efficiency and Sustainable Development (DEESD - MOIT), included specialists from DEESD, representatives of Vietnam Electricity, and the MOIT Inspectorate.

Reporting to the inspection team, Mr. Nguyen Cong Diep, Head of the Energy Management Department, Hung Yen Department of Industry and Trade, stated that the implementation of the Law on Energy Efficiency and Conservation and theVietnam Energy Efficiency Programme has been strictly adhered to in the province. By the end of February 2024, 83 out of 96 key energy-consuming units in the province had conducted energy audits, and 75 out of 96 units/energy managers had been certified. Annual energy-saving plans are developed and monitored via the key energy data system at www.dataenergy.vn. The department has coordinated with district People's Committees and Hung Yen Power Company to inspect 21 key energy-using units, industrial production facilities, and 16 households renting houses to students and workers.
Agencies, offices, businesses, and electricity consumers have followed the implementation of Directive 20/CT-TTg on enhancing electricity savings. For many years, households and service businesses have actively participated in the Earth Hour campaign. Residents and service businesses prioritize energy-saving and energy-labeled products. Some businesses and households have installed rooftop solar power systems, with the province now having over 56.7 MWp installed capacity. Biogas systems have been built to utilize livestock waste for production and household activities.
Industrial production facilities are aware of the need to save electricity and have developed and implemented electricity-saving plans. As a result, Hung Yen saved 97.27 million kWh in 2023.
"In the future, Hung Yen's functional agencies and businesses will continue to strictly adhere to the regulations of the Law on Efficient and Economical Use of Energy, the National Program on Energy Efficiency and Conservation for the period 2019-2030, and strive to achieve the target of saving 2% electricity as required by Directive 20/CT-TTg," Mr. Nguyen Cong Diep affirmed.

During the field trip, the inspection team conducted on-site visits to several key energy users (KEUs) and those applying the 2024 energy consumption standards in Hung Yen province.
Upon reviewing the state management practices and energy-saving measures of several KEUs in Hung Yen, Mr. Trinh Quoc Vu, Deputy Director of DEESD, MOIT, praised the local awareness of energy conservation among businesses and households. He also urged local authorities to enhance their energy management responsibilities, construct detailed and scientific plans, and establish mechanisms for the effective implementation of these plans.

Emphasizing the importance of energy efficiency and conservation usage for businesses and socio-economic development, contributing to environmental emissions reduction, the MOIT inspection team recommended that key energy users adopt the ISO 50001 energy management standard. They should conduct and adhere to energy audits and follow the energy audit report regulations according to the Law on Efficient and Economical Use of Energy.
According to the approved 2024 inspection plan, the Ministry of Industry and Trade will inspect the implementation of energy-saving and efficiency efforts at 22 units, including 9 Departments of Industry and Trade in various provinces and cities.
