“Accelerating Energy Efficiency in Large Industries through Energy Management Systems, System Optimization and the Promotion and Adoption of Energy Efficiency in Small and Medium-sized Enterprise Project (IEEP)” - IEEP’s inception workshop brought together 130 delegates from the Ministry of Industry and Trade (MOIT), the European Union (EU), United Nations Industrial Development Organization (UNIDO), state agencies, foreign organizations in Vietnam, banks, financial institutions, associations, consulting companies, technology and equipment providers, industrial enterprises, certification organizations, universities, research institutes, and non-governmental organizations in Vietnam. The event serves as a crucial platform to promote the increasing market demand and application of technological solutions in the industrial sector.

The IEEP project is a component of the Sustainable Energy Transition Program (SETP) of Vietnam and EU, sponsored by the EU and implemented by UNIDO and the Department of Energy Efficiency and Sustainable Development (DEESD) under the MOIT over a period of 5 years (from 2023 to 2027). The overall objective of the project is to promote the increasing market demand and application of energy efficiency solutions in the industrial sector to achieve better energy utilization results, reduce greenhouse gas emissions, decrease carbon emissions, and enhance the productivity and competitiveness of Vietnam's industrial sectors.
The IEEP project consists of three main components: Component 1: Strengthening institutional frameworks and policies. Component 2: Implementing capacity-building programs and enhancements. Component 3: Executing projects related to energy management systems and system optimization, with a focus on 10 target sectors including paper and pulp, food processing, seafood processing, textiles, chemical and fertilizer manufacturing, rubber processing, metallurgy and steel, cement, plastics, and beverages. |
"The IEEP project plays a crucial role in supporting the Ministry of Industry and Trade in implementing activities to achieve the goals of the Vietnam National Energy Efficiency Program (VNEEP), particularly during the 2019-2025 period, with the target of achieving energy savings ranging from 5-7% of the total national energy consumption." Mr. Phuong Hoang Kim, the Director of the Project Management Board and Head of the Department of Energy Efficiency and Sustainable Development, MOIT.
Mr. Phuong Hoang Kim, Director of the Project Management Board and Head of the Department of Energy Efficiency and Sustainable Development under the Ministry of Industry and Trade, delivered the opening speech at the workshop. He stated, "To promote the implementation of energy-efficient and conservation activities widely across all economic sectors and social life, the Vietnamese Government has, over the past 20 years, executed a series of important policies and programs. These include the issuance and implementation of the Law on Energy Efficiency and Conservation, accompanied by a system of decrees, decisions from the Prime Minister, and circulars from the Ministry of Industry and Trade and relevant ministries and sectors. The government has also implemented the Vietnam National Energy Efficiency Program for the 2006-2015 period and the Vietnam National Energy Efficiency Program for the 2019-2030 period."
During the implementation process, the Vietnamese Government has received significant and effective support from various international organizations, including the World Bank, the European Union, the United Nations Industrial Development Organization, and the governments of Denmark, South Korea, Japan... through support in the form of financial assistance as well as the transfer of advanced managerial and technical experiences applied in developed countries.

Ms. Kristina Bünde, Head of Cooperation at the Delegation of the European Union to Vietnam, shared: "Sustainable energy transition is one of the global priorities of the EU as well as in Vietnam to promote green and sustainable development. We hope that the IEEP project - a component of SETP - will help the Vietnam Energy Efficiency Program achieve its set objectives and contribute to supporting Vietnam in fulfilling commitments to sustainable energy transition and achieving net-zero emissions by 2050."
Ms. Le Thi Thanh Thao, UNIDO Representative in Vietnam, stated: "Within the framework of the IEEP project with its three main components, UNIDO will utilize a combination of promoting the market through policy interventions (part of Component 1), including the establishment of regulations and guidelines on energy management standards and system optimization. This also involves incentive programs targeting small and medium-sized enterprises and market pull-through training programs for relevant stakeholders (Component 2), as well as providing technical support for the implementation of pilot and scaling up projects (Component 3)."
"UNIDO expects that, upon completion of the project, it will contribute to promoting energy efficiency in the industry through the application of energy management standards combined with system optimization. At the workshop, participants were briefed on the project's objectives, expected outcomes, components, activity plans, implementation organizations, and the responsibilities of the involved parties. The current status of implementing the energy management system according to ISO 50001 in Vietnam was also discussed. Additionally, there were presentations on financial sources supporting energy-saving investment projects.
The workshop also has a Q&A session for delegates to exchange ideas and discuss difficulties, challenges, as well as provide recommendations for implementing energy-saving activities. In concluding the workshop, Mr. Trinh Quoc Vu, Deputy Head of the Department of Energy Efficiency and Sustainable Development under the Ministry of Industry and Trade, mentioned that the project would organize various events, including workshops and training sessions on the ISO 50001 energy management system and system optimization for domestic experts and industrial enterprises in several provinces and cities nationwide.
Based on the valuable contributions from experts and businesses, the Project Management Board will refine and update the action plan/implementation plan of the project. "We hope that with the technical support from the United Nations Industrial Development Organization (UNIDO) during the implementation process, the project will achieve its objectives to promote and stimulate the increasing market demand and application of energy-saving solutions in the industry. It will also contribute to achieving the goals of the Vietnam Energy Efficiency Program Phase 3 (VNEEP 3)," Mr. Trinh Quoc Vu expected.
ISO 50001 is a standard for Energy Management Systems developed and published by the International Organization for Standardization (ISO). The purpose of this International Standard is to assist organizations in establishing the necessary systems and processes to improve energy performance, including energy use, consumption, and efficiency. Full implementation of this standard aims to achieve a reduction in greenhouse gas emissions, lower energy costs, and mitigate other related environmental impacts through systematic energy management. ISO 50001 was first published on June 15, 2011 (referred to as ISO 50001:2011), and the most recent version was released on August 21, 2018 (referred to as ISO 50001:2018), which represents an upgrade and improvement from the 2011 version. Enterprises currently applying ISO 50001:2011 are required to transition to ISO 50001:2018 by August 21, 2021. In Vietnam, the dissemination and application guidance for ISO 50001 has been implemented by the Ministry of Industry and Trade since 2011 through the project 'Promoting Energy Efficiency in Industry through System Optimization and Energy Management Standards in Vietnam. |
