Strengthening Capacity for Energy Management Officers of Local Government Agencies

The training program, designed to enhance the capacity of energy management officers from local government agencies within the framework of the VSUEE Project, was organized in Can Tho.
Within the framework of the Vietnam Scaling Up Energy Efficiency Project (VSUEE), the training program “Capacity building on energy efficiency policies development, implementation, and EE project development for government agencies” has been organized from October 15 to 17, 2025, in Can Tho City.
Strengthening capacity for core local officers
The program targets energy management officers from provincial Departments of Industry and Trade and Industrial Promotion Centers, aiming to enhance state management capacity in the field of energy efficiency. By updating legal policies and regulations, providing practical guidance, and sharing real-life experiences in energy management at industrial facilities, the program helps local officers gain a deeper understanding of tools, methods, and coordination mechanisms between government agencies and enterprises in implementing energy efficiency solutions.
The training program aims to improve energy efficiency and conservation capacity for officers of local government agencies.
Mr. Hoang Duong Thanh, Technical Expert of the VSUEE Project Management Board (Ministry of Industry and Trade), stated that this training is designed with a practice-oriented and interactive approach, enabling participants not only to grasp theoretical knowledge but also to practice key skills such as monitoring, inspection, and evaluation of energy performance in key energy-consuming facilities. They will also learn to apply measurement and verification (M&V) tools to assess energy-saving results and handle real-world management scenarios at the local level.
From policy to practical action
The training program conveys and updates the latest provisions in the Amended Law on Energy Efficiency and Conservation (2025), especially those related to monitoring mechanisms, responsibilities of state management agencies, and the Fund for Promoting Energy Efficiency and Conservation. Through the program, participants can better understand the role of local authorities in enforcing legal regulations and proactively propose or advise on solutions suited to the specific socio-economic conditions of their provinces or cities.
The training program "creates" a network of energy officials across the country.
In addition, the program provides a platform for exchange, networking, and experience sharing among provincial Departments of Industry and Trade and Industrial Promotion Centers, helping to form a network of energy officers who will accompany the Ministry of Industry and Trade in implementing energy efficiency plans, programs, and projects at the local level.
Continuing the nationwide training series
Following the training sessions held in Hanoi and Ho Chi Minh City, the Can Tho training marks the continuation of the nationwide capacity-building program under the VSUEE Project. These courses play a vital role in strengthening the energy management system from central to local levels, contributing to the realization of the objectives set out in Resolution No. 70-NQ/TW and the Vietnam National Energy Efficiency Programme for the period 2019–2030 (VNEEP3).
At the end of the program, participants are expected to improve their knowledge and practical skills in performing state management tasks, supporting local enterprises in implementing energy efficiency measures, thereby contributing to the nation’s common goals of ensuring energy security, reducing greenhouse gas emissions, and promoting green transition and sustainable development.
