Capacity Building for Officers of Southern Government Agencies

The capacity-building training program for officers of southern government agencies within the framework of the VSUEE Project was held from October 8 to 10, 2025, in Ho Chi Minh City.
On the morning of October 8, 2025, Innovation, Green Transition, and Industrial Promotion under the Ministry of Industry and Trade (MOIT), in collaboration with the World Bank, organized a training program titled “Capacity building on energy efficiency policies development, implementation, and EE project development for government agencies” in Ho Chi Minh City. This activity is part of the “Vietnam Scaling Up Energy Efficiency Project” (VSUEE).
Following the success of the training program held in Hanoi in September, this training session targeted energy management officers from the Departments of Industry and Trade and Industrial Promotion Centers in the Southern Region, aiming to enhance their capacity in state management for promoting energy efficiency at the local level. By updating and disseminating information on policies, legal frameworks, and the current status of energy efficiency in Vietnam, the training program helped local officials perform their energy management duties more effectively.

In her opening remarks, Mrs. Do Thi Minh Tram, Deputy Director of the Innovation, Green Transition, and Industrial Promotion Agency (MOIT), emphasized: “Over the years, energy efficiency has always been a key concern of the Party, State, and Government, and is considered one of the crucial pillars to ensure national energy security and promote sustainable development. Recently, on August 20, 2025, the Politburo issued Resolution No. 70-NQ/TW on ensuring national energy security until 2030, with a vision to 2045. The Resolution clearly states that energy security plays an extremely important role. Energy must ‘go one step ahead’ to fully meet the needs of socio-economic development, national defense, security, and improvement of people’s livelihoods.”
Mrs. Tram further highlighted: “The organization of this training program is a concrete action to realize the orientation of Resolution No. 70-NQ/TW, turning policies into practical actions at the local level. It also reaffirms Vietnam’s strong commitment to ensuring national energy security and reducing greenhouse gas emissions.”
"Through this program, participants will be updated with the latest knowledge on legal frameworks, resolutions, policies, and management tools; as well as be equipped with skills in monitoring and supervising key energy users, and identifying, developing, and promoting energy efficiency projects. This will help local authorities effectively implement legal regulations and promote practical energy efficiency solutions", Mrs. Tram shared some key contents of the training program.

The training program emphasized the role and responsibility of local state management agencies in monitoring key energy users. It also provided participants with knowledge and skills to develop and implement energy efficiency strategies suitable for local conditions. Notably, trainees were introduced to and practiced calculation and monitoring tools to assess the effectiveness of local energy efficiency plans, thereby improving management efficiency and supporting provinces and cities in achieving national energy efficiency targets.
The program targeted energy management officers from the Departments of Industry and Trade and Industrial Promotion Centers nationwide. This group of local officials plays a key role in turning policies, resolutions, and laws on energy efficiency into practical and effective actions. Therefore, enhancing their capacity is the key to successfully implementing energy efficiency policies in practice.

Participants shared their experiences in implementing and promoting energy efficiency and conservation activities at their local level.
The Ministry of Industry and Trade expects that local officials will not only strengthen their capacity to effectively perform state management functions on energy efficiency but also be able to advise, develop, and implement energy efficiency plans suitable for local conditions. Moreover, they can support enterprises in identifying, developing, and implementing energy efficiency projects, contributing to the national goals of ensuring energy security, reducing greenhouse gas emissions, promoting green transition, and achieving sustainable development.

The class was attended by energy management officers from the Department of Industry and Trade and the Industrial Promotion Center in the Southern region.
The capacity-building programs for project beneficiaries, including industrial enterprises, commercial banks, energy service companies, and local government agencies, are key activities under Component 2: Technical Assistance of the VSUEE Project. Through these activities, the Project aims to develop a core team of professionals in energy efficiency, contributing to the promotion of energy-saving solutions, sustainable development, and green transition nationwide. |
