Proposal on improvement of the energy reporting system speculated in the Circular No. 09/2012/ TT-BCT

On September 28, 2008, in Hanoi, within the framework of the Danish Energy Partnership Program (DEPP), the Ministry of Industry and Trade organized the workshop on "Proposal on improvement of the energy reporting system speculated in the Circular No. 09/2012/TT-BCT".

Attending the workshop were Mrs. Nguyen Thi Lam Giang, Director general of Department of Energy Efficiency and Sustainable Development, representatives of Danish Energy Agency and provincial Departments of Industry and Trade, domestic and international consultants, representatives of businesses and many reporters from news agencies.

The DEPP, which is sponsored by the Danish Government, is implemented by the Ministry of Industry and Trade for the period of 2017-2020. The program consists of 3 components and the Department for Energy Efficiency and Sustainable Development has cooperated with the Danish Energy Agency for Energy in carrying out the Component 3 whose purpose is to promote the development of low carbon industrial sector in Vietnam through reviewing and improving the legal framework and strengthening the enforcement of energy efficiency legislation in the industry.
The workshop on "Proposal on improvement of the energy reporting system speculated in the Circular No. 09/2012/TT-BCT" is one of the main part of the technical assistance project under the Component 3 of the DEPP. 
At the workshop, the consultants presented results of the survey on energy consumption situation of key energy-using enterprises in 2017 and made proposals on improvement of data collection tools and energy reporting system stipulated in Circular No. 09/2012/TT-BCT.
At the same time, representatives of industrial Departments of Industry and Trade, which manages and monitors the implementation of the provisions of Circular No. 09/2012/TT-BCT, enterprises which directly make reports on implementation of energy efficiency plans and enterprises' consultants who assist them in carrying out energy audits and energy efficiency plans were also consulted at the workshop.

At the opening of the workshop, Mrs. Nguyen Thi Lam Giang, Director General of the Department for Energy Efficiency and Sustainable Development expressed her wish to receive useful information as well as ideas from the workshop's participants about proposals and recommendations of the Danish Energy Agency's consultants which would lay the foundation for the revision of the Circular No. 09/2012/TT-BCT in accordance with the objectives of the technical assistance project.
"At the workshop today, I would like delegates to give their own opinions about presentations and recommendations of the consultants including international consultants with a great deal of experience. The Ministry of Industry and Trade hopes that thanks to all of your opinions, the energy reporting system will be built more effectively and simply", said Mrs. Nguyen Thi Lam Giang.

At the workshop, Mr. Duong Trung Kien, Head of Energy and Industry Management, University of Electric Power, made presentation on results of the survey on key energy-consuming enterprises' energy consumption situation in 2017 on behalf of domestic consultants. According to Mr. Kien, the survey conduction process faced many difficulties, for example, in spite of the huge amount of data needing to be collected and analyzed, the survey conduction duration was very short, the collected data which were inconsistent required too much time to be processed.

With a view to addressing the mentioned-above difficulties, Mr. Kien introduced some solutions including mobilization of additional staff for data collection and processing to ensure its progress and quality. In addition, Mr. Kien proposed to develop a form to make the data consistent before compiling the national data list. In case of inconsistency of data, data source from the provincial Departments of Industry and Trade would enter the database.
At the workshop was a discussion on simple improvements of the report form specified in annex of the Circular No. 09/2012/TT-BCT, the need for reports and data analysis, energy management tools in the future. Many participants actively contributed their opinions which were consulted and supplemented to proposals on improvement of the energy reporting system speculated in the Circular No. 09/2012/TT- BCT in order to draft new circular replacing the Circular No. 09/2012/TT- BCT.
