Promotion of Energy Efficient Industrial Boiler Adoption and Operating Practices in Vietnam

The " Promotion of Energy Efficient Industrial Boiler Adoption and Operating Practices in Vietnam" is being jointly implemented by the Ministry of Industry and Trade and the United Nations Industrial Development Organization (UNIDO) from November 2015 to October 2019 on the national scale.

General objective of the project is to reduce energy consumption and greenhouse gas emission through promotion of the widespread adoption of energy efficient industrial boilers and best operating practices in industry, namely annual energy savings are 1,995,304 GJ per year and annual greenhouse gas emission reductions are 183,736 ton of CO2 per year.
The project is designed with three substantive components that address the identified barriers and create a favorable and sustainable environment to promote energy efficient boiler manufacturing, as well its adoption and best operating practices by end-users, contributing to greenhouse gas emission reductions and environmental protection in Vietnam.
The three components of the project are: 
- Component 1: Policy and regulatory framework to support the industrial boiler standardization system; 
- Component 2: Awareness, training and capacity building for government agencies, boiler owners, operators, and manufacturers, and other stakeholders;
- Component 3: Financing and implementation of energy efficient boiler adoption projects and manufacturing.
Key project activities are to improve regulations and guidelines on an industrial boiler standardization system; to establish a boiler operation certification and inventory program; to develop guidelines on implementation of funds, loans and tax schemes to support industrial boiler efficiency improvements; to increase awareness and information availability on energy efficient industrial boilers for boiler owners, experts and energy consulting firms, boiler supplier and manufacturers; to organize training courses on boiler lifecycle cost analysis, boiler efficiency evaluation techniques and boiler operations for boiler owners, experts and energy consulting firms, boiler supplier and manufacturers. 
In addition, the project provides technical support to boiler suppliers and  manufacturers on business plan and boiler marketing strategies; organize training courses on energy efficient boiler investment project assessment for financial institutions and banks; carries out 10 most efficient boiler operation demonstration projects and 5 demonstration projects on replacement of old boilers with new and energy efficient ones; support to access financial resources, financial incentives and implements 100 efficient boiler operation projects and 30 projects on replacement of old boilers with new and energy efficient ones. 
The project activities contribute to facilitating the development of both boiler users and suppliers in the domestic energy efficient boiler market through policies and regulations on boiler standardization systems, capacity building for domestic boiler manufacturers, boiler operators, consultants, energy service companies as well as boiler suppliers and distributors and helping them access financial support to implement energy efficient boiler investment projects. 
Target sectors of the project are paper and pulp; food and beverage processing; textile; chemicals and fertilizers; rubber; wood; pharmacy; machine building and metal product manufacturing.

According to the representative of the Department of Energy Efficiency and Sustainable Development (Ministry of Industry and Trade), business participants are entitled to training free of charge for boiler efficiency evaluation techniques, best boiler operation and energy efficient boiler manufacturing practices; technical assistance from national and international experts to implement energy efficient boiler adoption and manufacturing projects; increased access to financial sources and incentives for energy efficient boiler adoption and manufacturing investment projects; energy savings leading to lower energy bills, decreasing production costs and increasing business competitiveness. 
According to the representative of the PMU, the activities of the project have been implemented in accordance with the schedule specified in the project document signed by the Ministry of Industry and Trade and the UNIDO.
As of November 30, 2018, the project has achieved the following results:
- Two national standards for industrial boilers have been revised. The Ministry of Science and Technology is carrying out procedures to issue these two standards;
- An industrial boiler database system has been developed;
- Information on project activities and technical guidelines on optimal operation of boilers and industrial steam systems has been disseminated to stakeholders and industrial enterprises through the organization of 3 awareness raising workshops in Hanoi, Ho Chi Minh City and Da Nang, the project website has operated since August 2016 and the project introduction leaflet has been developed; 
- The capacity and skills on evaluation of the boiler efficiency, operation and manufacture of stakeholders have been strengthened through training courses with the following results: 80 experts have been trained on boiler efficiency assessment; 139 energy managers and boiler managers from 81 industrial enterprises have been trained on boiler efficiency evaluation; 238 boiler operators from 121 industrial enterprises have been trained on energy efficient boiler operation; 49 boiler designers and salesmen from 30 boiler manufacturers have been trained on boiler efficiency improvements and staff of 6 enterprises were trained on energy efficient boiler design software use. 
- 24 projects on boiler efficiency improvement and 10 projects on replacement of old boilers with energy efficient boilers have been implemented; 2 boiler replacement projects are being carried out; 1 boiler replacement project has been selected and 52 boiler efficiency assessment reports and recommendations on solutions to boiler efficiency improvement for energy efficiency have been implemented.
From now to the end of the project, the PMU should strive to complete the rest of the work with the goal of fulfilling the targets pointed out in the Project Document namely: 
- To develop written guidelines on accessing financial support, loans and tax incentives to implement industrial boiler efficiency improvement projects;
- To continue to raise awareness of, disseminating information and technical knowledge on the use and operation of energy efficient boilers to stakeholders via the project website, awareness raising workshops in many provinces and cities, seminars on communication channels...;
- To continue to organize training courses on boiler efficiency evaluation techniques, lifecycle cost analysis, use and operation of energy efficient boilers for technical staff, boiler operators at enterprises;
- To provide training courses and technical assistance to boiler suppliers and manufacturers on business plan and boiler marketing strategies;
- To provide technical assistance to implement 70 boiler efficiency improvement and most efficient boiler operation projects;
- To consult the implementation of 20 projects on replacement of old boilers with energy efficient ones.
