Vietnam-Denmark Energy Partnership Program

The Vietnam-Denmark Energy Partnership Program (DEPP), which is funded by the Danish Government, is implemented by the Ministry of Industry and Trade from 2017 to the end of June 2020 with a total ODA capital of DKK 21.6 million equivalent to USD 3.15 million. The DEPP's Agreement was signed between representatives of the two Governments of Vietnam and Denmark on December 21, 2017.

The goal of the DEPP Program is to support the low carbon transition in Vietnam energy system.
Deputy Minister of Industry and Trade Hoang Quoc Vuong and Mr. Thomas Egebo, State Secretary of the Ministry of Energy, Utilities and Climate signed a written approval of the DEPP
The program consists of three components:
Component 1: Capacity building for long-range energy sector plan of which the Electricity and Renewable Energy Authority, Ministry of Industry and Trade is in charge. 
The objective of this component is to promote the sustainable development of Vietnam energy system through the implementation of energy policy and plan, piloting, building and analysis of long-term energy development scenarios with focus on increased share of renewable energy in the supply side.
The main output of this component is the Vietnam Energy Outlook Report 2019 providing different scenarios to prepare for the Power Development Plan No.8. In addition, the component also focuses on building capacity of the Electricity and Renewable Energy Authority and organizations involved in the power sector planning such as the Institute of Energy in the model piloting, development and analysis and long-term energy and power sector development scenario integration. 
Recently, within the framework of the component 1, the Electricity and Renewable Energy Authority has held workshops on development of the Vietnam power production technology handbook; training courses for Balmorel model analysts and specialists (75 trainees have been granted the certificate in completion of these training courses); collected data and developed the Fuel Price Forecast Report, Energy Demand Forecast Report focusing on forecasting the demand for electricity; collected input data for the TIMES model and the Balmorel model for the development of the Vietnam Energy Outlook Report 2019.

Component 2: Capacity development for renewable energy integration into the power system which is led by the Electricity Regulatory Authority, Ministry of Industry and Trade
The objective of this component is to integrate renewable energy efficiency into Vietnam's power system by supporting the Electricity Regulatory Authority to enhance capacity of the National Load Dispatch Center and power corporations in order to increase the proportion of renewable energy sources connected to the national grid in an economically efficient manner.
The objective is achieved through technical assistance activities to strengthen capacity of forecasting load and power output from renewable energy sources as well as improve capacity of calculating demand and ensuring the supply of auxiliary services to maintain the stability of the power system as well as the effective operation of the power market.
Within the framework of component 2, the Electricity Regulatory Authority has organized a workshop on Danish/European and Vietnamese experience in load demand forecast and ancillary service supply guarantee; developed the load forecast improvement survey report and the survey report on ancillary services for the power systems in Denmark and Vietnam.

Component 3: Low carbon development in the industrial sector which is led by the Department of Energy Efficiency and Sustainable Development, Ministry of Industry and Trade
The objective of this component is to support the expansion of the low carbon transition scale of industrial enterprises across the country.
This objective is obtained by reviewing national regulations to improve the legal framework on energy efficiency in the industrial sector and supporting the two selected provinces being Bac Giang and Dong Nai to improve their capacity of enforcing energy efficiency regulations at the provincial level.
The program is supported by the Danish Energy Agency, under the Danish Ministry of Energy, Utilities and Climate and the Danish Embassy as well as domestic and international consultants.
Under the framework of the component 3, Department of Energy Efficiency and Sustainable Development, Ministry of Industry and Trade has cooperated with related units in completing the list of key energy users in 2017 and submitted to the Prime Minister for approval and promulgation; collected data and organized a workshop on consultancy on the energy reporting system improvement in line with the Circular No. 09/2012/TT-BCT; collected data and assessed impact of the expansion of the scope of the Decree 21/2011/ND-CP of the Government on key energy enterprises; developed tools to assist the Departments of Industry and Trade in improving the implementation of the Law on Economical and Efficient Use of Energy and selected two provincial departments of industry and trade of Bac Giang and Dong Nai province to join.
In the coming time, the agencies responsible for the project components continue to implement activities within the framework of the project to apply results of the project in developing relevant policies, raising capacity of forecast load demand and power output from renewable energy sources as well as improving capacity of calculating demand and ensuring ancillary service supply to maintain the power system's stability.
