Vietnam Low Emission Energy Program promotes energy efficiency efforts in the industrial sector in Vietnam

According to the research of the International Energy Agency (IEA), the use of energy releases the largest amount of greenhouse gases emission accounting for about 60% of global greenhouse gas emissions every year.

It is forecasted that greenhouse gas emissions in Vietnam will increase by 2.7 times and 4.6 times by 2020 and 2030 respectively compared to 2010. One of the main measures to reduce greenhouse gas emissions in the energy sector is to use energy economically and efficiently.
The Law on Economical and Efficient Use of Energy has taken into effect since 2011, the system of legal documents guiding its enformcement has been basically complete and is being supplemented and improved. However, there are still challenges such as:
• Limited awareness of community and enterprises;
• Weak management of energy users in localities, lack of coordination of state management agencies in localities;
• Lack of incentives for enterprises to replace old-fashioned technologies with energy efficient ones leading to their failure to access preferential loans for energy efficiency projects.
With a view to helping the Government of Vietnam pursue the green growth, develop the low-emission energy sector by supporting the development of policies and mechanisms stimulating the low emission energy sector and attract the public and private investment in the development of renewable energy and energy efficiency at the same time, the U.S. Agency for International Development (USAID) has funded the Ministry of Industry and Trade (MOIT) to implement the Vietnam Low Emission Energy Program (V-LEEP) from 2016 to the end of 2020. The component 3 of the program focuses on improving the capacity of implementing policies on energy efficiency in energy-intensive sectors such as industrial sector and building sector in

Being responsible for developing policies and legal provisions related to the climate change, green growth, cleaner production and sustainable consumption and supporting their implementation, Department of Energy Efficiency and Sustainable Development, Ministry of Industry and Trade is assigned to lead the component 3 of the V-LEEP. 
The workshop on Cost Optimization and Energy Efficiency Improvement 
Over the past time, the component 3 of the V-LEEP has been carried out and achieved the following results: 
1. Four key sectors including steel, textile, cement and sugar have been selected to be entitled to energy audit conduction support to identify energy efficiency potential and energy efficiency solutions for businesses. Up to now, detailed energy audits have been conducted in 5 steel manufacturing factories, preliminary energy audits have been carried out in 3 steel manufacturing factories, 11 textile plants, 2 cement factories and 3 sugar manufacturing plants. 
2. The workshop on "Technical Assistance on Application of Low Emission Energy Technology for Textile and Garment Industry" was organized in 2017 in coordination with the Vietnam Textile and Apparel Association attracting the participation of more than 80 enterprises, suppliers and international organizations.
3. 1 training course on raising of the energy management capacity for industrial enterprises was organized in coordination with the Vietnam Textile and Apparel Association, Vietnam Steel Association; 1 training course on energy management was organized in coordination with the Bac Giang Provincial Department of Industry and Trade and energy management certificates were granted to participants; the workshop on Cost Optimization and Energy Efficiency Improvement was organized for over 50 participants from industrial enterprises, ESCOs, credit institutions, associations, state management agencies and international organizations.
4. Technical assistance was provided to a number of ESCOs in Vietnam to promote the ESCO project in industrial enterprises.
5. A coordination mechanism with credit institutions including the Joint Stock Commercial Bank for Foreign Trade of Vietnam (VCB) and the Bank for Investment and Development of Vietnam (BIDV) was developed to provide technical assistance in the review of loans for energy saving projects.
6. The first Certified Measurement and Verification Professional training course was organized in Vietnam with the coordination of the certification training Coordinate with the Association of Energy Engineers (AEE). 18 experts had their certificates granted by the Efficiency Valuation Organization.

7. The Minimum Energy Performance Standard (MEPS) was developed for the sugar manufacturing sector in Vietnam. Accordingly, the V-LEEP conducted a study on evaluation of the production and energy consumption situation of the sector, collected data from 39 factories and proposed the minimum energy performance standard for the sector.

8. The energy efficiency and renewable energy use potential of industrial parks was evaluated. The V-LEEP surveyed 2 industrial parks and collected data from 178 industrial enterprises to provide some recommendations to state management agencies and enterprises to promote their compliance with the Law on Economical and Efficient Use of Energy. 
9. Results of the implementation the Action Plan on Green Growth of the industry and trade sector for the period of 2014-2020 were evaluated and the Action Plan on Green Growth of the industry and trade sector for the period of 2021-2030 was developed. 
Thus, thanks to the USAID's support, the V-LEEP will help raising the capacity of state management agencies of implementing energy efficiency policies, as well as the capacity of industrial enterprises of mobilizing social resources for energy efficiency, contributing to ensuring the national energy security in general, achieving energy efficiency and greenhouse gas emission reduction goals in Vietnam in particular.
